The Department of Environmental Conservation is seeking an organized, self-motivated, detail-oriented professional to join our Funds Management Team within the Administration and Innovation Division. This position will be involved with the management of the Drinking Water and Clean Water Programs State Revolving Funds (SRF). This position interacts and manages relationships with internal and external organizations, employees, and stakeholders.

The ideal candidate will be
• Inquisitive, collaborative, digitally proficient, and have a desire to learn new skills and software.
• Have strong internal and external communication skills to work supportively with members of the Department and the public.
• Prior advanced accounting experience, advanced Excel skills, as well as experience with VISION (the State's Oracle-based Accounting System) are preferred.

The Department of Environmental Conservation currently operates in a hybrid working environment, supporting remote work as well as Core Days in which all staff are in the office. Permission to participate in telework is applied for on an individual basis.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One year as a Financial Manager I with the State of Vermont.

OR

Certification as a CPA.
Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont People Soft financial management system) may be required.
