What You Will Be DoingThis position serves as the Finance Officer for the Department of Law. It is the highest-level accounting position in the agency, providing leadership, management, and supervision of the Fiscal Section including eight direct reports. In addition, the incumbent coordinates with the Budget, Procurement, and Administrative managers and works with division contacts supporting nineteen (19) offices in fourteen (14) locations. Mission and CultureThe Administrative Services Division provides core administrative services essential to the day- to-day operation of the Department of Law. These services enable the department to achieve its mission to prosecute crime and provide legal services to the state government for the protection and benefit of Alaska's citizens. Anchorage offices are downtown on West 4th Avenue at the Resolution Tower "Brady" Building.Upon completing the probationary period, this position would be eligible to telework. Who We Are Looking ForWe are particularly interested in candidates with any combination of experience and education that provides the applicant with the following competencies:
Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
Ability and experience supervising other accountants and skills in fund accounting and producing regular management accounting reports;
Auditing: Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits;
Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls, demonstrated knowledge and experience working with working with complex accounting and reporting systems managing revenues, expenditures, and performing reconciliations between systems; and
Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in

Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data. Financial Systems: Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls. Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals. Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise. Equivalent to those typically gained by:Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.Special Note:“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation. “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job. “Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs. “Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment. “Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.
